A lawyer specializing in public investments and public procurement. Currently, she serves as Of Counsel at the law firm HAVEL & PARTNERS, where, until 2023, she worked as a partner building a team specialized in the public sector (40 lawyers). During her tenure, the team secured four victories in the Legal Firm of the Year competition for the field of public procurement. Since January 2023, she has been dedicating half of her capacity as an advisor to the Chief Executive Officer Leona Gergelová Šteigrová at the Ministry of Regional Development (MMR) in the preparation team – and since February 2024, for the implementation - of the National Public Procurement Strategy, continuing her involvement from the Responsible Procurement (SOVZ) project at the Ministry of Labour and Social Affairs (MPSV). Additionally, Adéla Havlová is involved in the leadership of professional associations (Association for Public Procurement - AVZ and Union of Administrators - UNIAVEZ) and is a member of the MMR expert group on legislation related to public procurement. She is dedicated to the development of best practices and innovations in public procurement, including digitization, circular economy, procurement practices and systems, quality assessment, etc. From 2014 to 2023, she was a member of the Adjudicating Commission of the Office for the Protection of Economic Competition. She leverages knowledge from other EU member states, especially Germany, Austria, the Netherlands, and of course, Slovakia. She regularly lectures and publishes in professional journals.
