Matt Todd

Matt served for 17 years as a negotiator and coordinator of the police negotiation team in Manchester. He was a member of the UK Government’s Crisis Group (COBR), responsible for handling international and terrorist kidnappings involving British citizens abroad, and a permanent member of the National Police Hostage and Crisis Negotiation Unit (HCNU) in London. He also held the position of Director of the UK National Police Negotiator Course and served as lead instructor for international negotiation training programs for special forces in Canada, Kenya, Turkey, Japan, Oman, and the Philippines. Matt is a member of the International Negotiators Working Group (INWG) and an external instructor for the United Nations, where he has trained staff of the Department of Safety and Security in hostage negotiation. Among the specialized training programs Matt has personally completed are the FBI’s National Negotiation Course in Quantico, Scotland Yard’s Negotiation Course in Hendon, the UK National Terrorist Negotiation Course in London, and an MI6 Covert Operations Course. He holds a Master’s degree in Criminology from Leicester University and a PhD from Manchester Metropolitan University, where his doctoral research focused on negotiations during terrorist incidents involving active shooters.
