Jonaid Myzyri is an expert in public procurement and its legislative development in Albania. He graduated from the Faculty of Law at the University of Tirana, where he was awarded a Gold Medal, and since 2025 he has continued there as a PhD candidate, focusing on the use of Artificial Intelligence in public procurement. Since July 2020, he has served as Chairman of the Public Procurement Commission of Albania (PPC). Prior to this role, he served as Head of Procurement at the Ministry of Infrastructure and Energy of Albania, and earlier as an Inspector at the PPC. In his role, he led a major digitalization reform of the public procurement review system, including the introduction of electronic appeals (e-appeals) and standards promoting transparency and openness. This initiative received international recognition, including from SIGMA-OECD, and in 2022 the E-Appeals system was selected among the 15 best GovTech projects worldwide. Jonaid Myzyri also contributed to the 2024 amendments to Albania’s Public Procurement Law, which introduced the integration of Artificial Intelligence into the national procurement system, and he is regarded as one of the key figures advancing this agenda in Albania and the wider region.
