Nuno Miguel Ramos da Costa is an executive and specialist with extensive experience in the fields of healthcare management, finance, and public procurement. Currently, he serves as an Executive Member of the Board of Directors for the Amadora Sintra Local Health Unit, overseeing areas such as procurement, finance, pharmacy, and IT. Internationally, he has held the position of Vice President of the Global Digital Health Partnership (GDHP) since 2024, focusing on driving the use of data and technology in global healthcare. His professional career in the public sector is marked by roles of high responsibility. Between 2024 and 2026, he was a Member of the Board of Directors of the Shared Services of the Ministry of Health (SPMS). Previously, he distinguished himself as Director of the Health Purchasing Center at SPMS and Vice President of the European Health Public Procurement Alliance (EHPPA), where he sought to facilitate European cooperation in procurement and ensure the security of healthcare supply chains. He has also held leadership and management positions at the Shared Services Entity of Public Administration (ESPAP) and the General Secretariat of the Ministry of Health. Academically, Nuno Costa holds a Master's degree in Public Administration from the Institute of Social and Political Sciences (ISCSP) at the University of Lisbon, where he defended a thesis focused on measuring savings in aggregated public procurement in the healthcare sector. His educational background also includes Postgraduate degrees in Healthcare Management (Católica Lisbon) and in the Law and Practice of Public Procurement (Universidade Católica), as well as a Bachelor's degree in Business Management. He also completed the Public Procurement Excellence Programme at the Vienna University of Economics and Business (WU Vienna). Additionally, he has a strong academic and training profile. He is a Guest Professor at ISCSP, teaching the Logistics and Value Chain Management course, and teaches Digital and Health Procurement in the University of Vienna's program in partnership with the Austrian central purchasing body (BBG). He is a trainer at INA (National Institute of Administration) and co-author of several books on management software and electronic public procurement.
