Adéla is a lawyer specializing in public investment and public procurement law. Today, she is Of Counsel at HAVEL & PARTNERS, where until 2023, as a partner, she built a team specialized in the public sector (40 lawyers), which during her tenure won four awards in the Public Procurement Law Firm of the Year competition. Since January 2023, she has assisted the Ministry of Regional Development (MoRD) team in preparing the National Public Procurement Strategy following the Responsible Procurement Project (RPP) at the MoLSA. In addition, Adéla Havlová serves on the boards of professional associations (Association for Public Procurement - AVZ and Union of Administrators - UNIAVEZ) and is a member of the MMR Expert Group on Public Procurement Legislation. She is dedicated to developing best practices and innovations in public procurement, including computerization, circular economy, procurement practices and systems, quality assessment, etc. Since 2014, she has been a member of the Appeals Committee of the Office for the Protection of Competition. She draws on know-how from other EU Member States, particularly Germany, Austria, the Netherlands, and Slovakia. She regularly lectures and publishes in professional periodicals.
